The outbreak of COVID-19 has disrupted our regular life. Many state and local authorities have enforced a cordon sanitaire for the protection sensitive areas. Travelers can only travel across after being qualified. This paper aims to propose method determine optimal deployment in terms number parallel checkpoints at each entry link epidemic control. A bilevel programming model is formulated where lower-level transport system equilibrium with queueing predict traffic inflow, upper-level network optimization, which an integer nonlinear programming. objective this optimization minimize total operation cost predetermined maximum waiting time. Note that stochastic theory used represent phenomenon link. heuristic algorithm designed solve proposed successive averages (MSA) adopted model, genetic (GA) model. An experimental study conducted demonstrate effectiveness algorithm. results show methods find good solution. These are useful policymakers hazard prevention
